Function negotiate

negotiate(server: KexInitLists, prefs?: AlgorithmPrefs): Negotiated
Negotiates the algorithm set from the server's KEXINIT and our preferences. Client preference order wins (as a client should).
Parameters
- server: KexInitLists
  The server's parsed KEXINIT lists.
- prefs: AlgorithmPrefs = {}
  Optional client preference overrides.
Returns Negotiated
The negotiated algorithms.

Throws
If any required category has no common algorithm.
